What is Martyn’s Law?
Martyn’s Law, officially known as the Terrorism (Protection of Premises) Act 2025, was introduced in memory of Martyn Hett, who tragically lost his life in the Manchester Arena attack in 2017. The law introduces a legal requirement for venues and public spaces to assess terrorism risks and implement proportionate protective measures.
It applies to a wide range of locations — from entertainment venues and places of worship to retail spaces, community centres, and education settings.
It introduces two tiers:
- Standard Tier (200–799 capacity): Requires basic preparedness, such as risk assessments and staff training
- Enhanced Tier (800+ capacity): Requires more advanced planning, including security systems and incident response capabilities
Although the law is now in force, having received Royal Assent in April 2025, there is a 24-month implementation period in place. This gives businesses and venue operators until April 2027 to understand their responsibilities, make the necessary changes, and put protective measures in place.
